Improving Hull HP

Improving Hull HP was created by Trifler
Those of us who were playing BP towards the end know that Hull HP became completely useless. Sokari and I began discussing this on Skype. It's a critical problem that will need more discussion.

For now I'm just going to make note of some things we discussed on Skype:

1) Possibly add specials that give 1%, 3%, 5%, etc. to all resists for the Hull.

2) Possibly remove the ability for critical hits to bypass armor and just have it ignore resists.

3) Possibly relax the Hull HP slider so players can actually make use of it on all units and facilities instead of just with fighters.

4) Rebalancing weapons will help (needs to be done regardless)

5) Mentioned possibility of using Armor as a Hull material, but it seems to have too many complications.

it seems to be a well enough known fact that once your armor is stripped away, that your ships components are going to break not much longer aferward, and your ship is going to go up like so much kindle. the ability to strike through armor is a needed ability, as it allows us to critical through otherwise unbreakable shit. (ships vs buildings and such)
