I realize there hasn't been much discussion on this for awhile, but I would like to get a conversation going on reintroducing galactic senate votes. Currently, the issue is that there isn't a sizable quorum in the Emperor's Chamber for sending things on to the Senate and that the dev team has limited time. However, one solution I have proposed for that is renaming the Emperor's Chamber to something like The High Council and giving Kings access to that to count towards quorum and to vote there (but while still reserving the task of writing proposals to those of Emperor rank). This would reinvigorate game idea discussion among the player base and allow for server-wide voting (once approved at the council level) on suggestions for game changes. It would also allow an additional angle for players who enjoy diplomacy and intrigue, or so I think.

I'm skeptical about how effective the server is going to be at garnering enough votes to pass anything, but I certainly think it's worth a shot.

However, I have mixed feelings here.

I do like the idea of including more players, with varying levels of influence, however, a majority of votes in the Senate, besides Emperors, come from Kings. Once something is passed to the Senate, it does lend more urgency to the issue, and encourage players to gather their votes, either for or against. My issue is that I don't want it to be the exact same players voting to pass something twice. Emperors are supposed to be your super rich players, whereas Kings are the upper middle class. In the end, I think this might make things more likely to be passed, which could be good or bad. I'm not certain... Any other opinions?

I see what you mean about a possible redundency emerging if Kings voted on proposals at the upper tier then again at the Senate level. However, one could also look at it as a double vetting/confirmation process for game suggestions. And, there are plenty of mixed control systems, systems without a King but with a varying distribution of planetary control. In such systems, Barons and Dukes would have the potential to tip the balance either for or against a proposal for their system and overall, and caucusing at the system level could result on particularly controversial items.

What I am hoping to do is to reinstate Senate votes somehow. Procedurally, letting Kings join the upper council to vote upon (but not write) proposals would do that while maintaining a separation of powers with regards to rank abilities (limiting who can introduce new proposals). The alternative would be for SirP to personally forward each proposal to the Galactic Senate for votes, which I may need to request for the proposal I have written. Without either of these happening, I feel that a cornerstone feature of the game, one that people who played classic BP and those who are new but have read about classic BP may miss or yearn for, will go unused, at least until quorum is met by way of having more Emperors (which could take some time).

senate will need alittle meatsauce to spice up the galaxy.

I would propose a greater impact the senate could have on the galaxy with simple changes, such as you can see in guild internal politics

so a drop down box with some changes that could be made in galaxy such as:

1. system name changes.
2. system/planet/mineral cache (name) spawn.
3. just like in guild. Senate vote ranks for magistrate to emperor can be altered.
4. mineral overhall needed here. maybe down to 10 minerals or less, player can make a alloy, that can be senate passed to spawn as a mineral. RANDOM RENAMED THOU, dont want to see a mineral cache named CVSBACCnylinemag.
5. wormholes, if senate passes could make your t1 connect to every system. or change the coords. (LOC) of the wormhole in your system with waypoints
