warp tech wont engage

finished researching warp speed, designed new engines and built new ships, clicked enable warp in orders, got the ships to 200 speed and nothing happens. Am i doing something wrong or is the tech bugged out till the next maintenance. On the same note, newbies cant chat in the game chat system until a new maintenance, any way these maintenances can happen more often?
